Since June 30, 2004, the Attorney General has maintained and published a list of all tobacco product manufacturers and their cigarette or self-rolling cigarette product brand series. These brand series have provided the latest, timely and accurate annual certification and other Information required for compliance. And Section 30165.1 of the Tax Code. This list is called the California Tobacco Directory. All cigarettes and self-rolling cigarette products and their manufacturers must be included in the tobacco catalog before they can be legally distributed, sold, offered for sale, or possessed for sale in the state. The California Tobacco Directory was created through the promulgation of the California Cigarette and Tobacco Product Licensing Act of 2003 (Assembly Act 71 [Chapter 890 of 2003, Regulations] ("Act")). The bill aims to ensure that all tobacco manufacturers, including those that have not yet joined the general settlement agreement (so-called "non-participating manufacturers" or "NPM"), comply with California's tobacco laws, including the Reserve Fund Regulations (Health & Saf. Code) , §§ 104555-104557), Catalog Law (Rev. & Tax. Code, § 30165.1) and License Law (Bus. & Prof. Code, § 22970 et seq.). Please note that tobacco products commonly referred to as "cigarillos" do not currently need to be listed in the California Tobacco Catalog in order to be legally sold in California.
